In Cerulean city, you have to go up north and go talk to Bill and get the ticket to the S.S. Anne.
it depends where u r if u just started go to curelean cape and go to bills house change him bak to human and he’ll give u the ticket. the only way to get to the truck is go inside battle everyone except one person and face that person and lose u will go to the pokemon center and u will have cut with the ship there. then go through the game and get surf. go bak to the vermillion and then go inside and use surf on the side and folo it and it will take u to the ship. there is nothing special about the ship though there is no mew under it!
i dont think it will work.
but in pokemon yellow u can trade sparow for feardech(it learns cut before trading) in vermilion city before entering ship. latter on after u win pokemon leauge u can see it.
